
The new Partnership arrangements between the UK Government and its Overseas Territories, described in the
1999 White Paper "Partnership for Progress and Prosperity" sets out the basis of a new and more mature
relationship between HMG and its remaining overseas territories. The partnership reflects not only the
close and long-standing link between the OTs and the UK - but also the dynamics of a changing and forward
looking relationship.

This relationship is based on self-determination, mutual obligations and responsibilities, freedom to
run our own affairs to the greatest extent possible, and a formal commitment by the UK to maintain our
defence. This is all underpinned by the charter of the United Nations which confirms that
self-determination is an inalienable right of all peoples, irrespective of size.
The Falkland Islands Government pursues with confidence therefore, its mission to protect and improve
the quality of life of the people of the Falkland Islands. We embrace reform and modernisation of
Government, and are committed to the development of our Constitution, increasing openness and accountability
in Government and to modernising the economy within sustainable environmental principles.
The people of the Falkland Islands are free to exercise their right to a Government of their choice;
for the foreseeable future this will be based on British sovereignty and the fundamental human rights
of all peoples.
